As a Presbyterian church, FUPC is led by elders, or presbyters. Pastors have the title of Teaching Elder with the primary responsibilities of teaching, preaching, celebrating the Sacraments of Baptism and Communion, and pastoral care of the congregation. Ruling Elders are elected from the members of the congregation, and serve as the leadership of the congregation organized into a council known as session. The pastor serves as moderator of session. FUPC is led by 9 elders that head the committees of Property and Grounds, Finance, Personnel, Christian Education, Fellowship, Worship, Outreach, Evangelism, and Visitors/New Member Guidance.
The congregation is also served by a board of Deacons who are ushers/greeters for worship services, prepare communion elements, and keep in contact to celebrate milestones with members of the congregation.
